Trump willing to use engagement on North Korea crisis: South Korea envoy

It has been working to develop a nuclear-tipped missile capable of striking the USA mainland, and experts say Sunday's test was another step toward that aim.

The US said on Tuesday it believed it could persuade China to impose new United Nations sanctions on North Korea and warned that Washington would also target and "call out" countries supporting Pyongyang.

Should the North want talks with the U.S., Tillerson said that Pyongyang should refrain from conducting nuclear or missile tests for a certain period of time so as to create the right atmosphere for talks, according to the official.

Even though plans for the U.S. missile defense system on the Korean Peninsula have been slammed by China and Russian Federation which deem it detrimental to their security, Chinese state media and North Korea's official news agency have recently been engaged in a war of words.

"The conversations that I have had ... in dealing with Beijing is that if [North Korea] did something else and if it looked to be long-range, which this does, and if it looks like it is proactively leaning toward an ICBM, which it does, then we would take action", Haley said.

The DFA said the Philippines has expressed "very grave concern" over the DPRK's latest missile launch. "We have not seen anything from them in the past week but we are encouraging them to continue moving forward".

People cheer as missile developers arrive in Pyongyang, North Korea. An IRBM has a range up to 3,000 to 4,000 kilometers (1,860 to 2,485 miles).

Hong also spoke briefly with national security advisor H.R. McMaster on the issue of the deployment of a THAAD missile defense battery in South Korea, before he met with President Trump.

Russian Federation and China have opposed the THAAD deployment, calling on the all parties to find a peaceful solution to the hazardous situation in the region.

"We will never tolerate such North Korean provocations and nuclear threats", he stated during a visit to the Defense Ministry in Seoul Wednesday, as cited by Yonhap news agency.

A TV screen shows images of U.S. President Donald Trump, left, and North Korean leader Kim Jong Un during a news program at the Seoul Railway Station in Seoul.

When asked about the recent cyberattack that spread malicious software around the globe and U.N. allegations that an expert who tracks Pyongyang's illicit activities may have had a computer hacked, Kim said that the United States has a pattern of linking such events to his country. The United States is ready to call for a restriction of oil supplies to the North and a ban on hiring North Korean workers overseas, not to mention blocking the North from exporting coal as agreed earlier.

The U.S. ambassador said Russian Federation has the same decision to make as the rest of the global community: "You either support North Korea or you don't, but you have to choose".

All 15 members of the Security Council including North Korea's closest ally China called the launch a violation of United Nations sanctions and vowed to take new measures, including additional sanctions.

In recognition of that test, the developers reportedly received a hero's welcome in Pyongyang.

"Such pressure by use of "sanction resolutions" devoid of legality, morality and impartiality is a blatant infringement on the independence of a sovereign state and act of interference in others' internal affairs", said a senior North Korean diplomat. We hope both sides have full discussions about those tricky points before a summit between Moon and Trump in Washington next month.
