Report suggests Russia hackers breached voting software firm

A secret National Security Agency (NSA) document reportedly shows that the Russian military launched a cyberattack against a US voting software company, and sent phishing emails with malware-infected Microsoft Word documents to over 100 election officials shortly before the November 2016 election. The document, dated May 5, offered new insight into the USA government's investigation into Russian meddling in the 2016 election-namely that the hackers "focused on parts of the system directly connected to the voter registration process".

A criminal complaint was filed in the Southern District of Georgia today charging Reality Leigh Winner, 25, a federal contractor from Augusta, Georgia, with removing classified material from a government facility and mailing it to a news outlet, in violation of 18 U.S.C. Section 793 (e).

While the charges do not name the publication, a USA official with knowledge of the case said victor was charged with leaking the NSA report to The Intercept.

The NSA report, dated May 5, says Russian military intelligence attacked a US voting software company and sent spear-phishing emails to more than 100 local election officials at the end of October or beginning of November.

Shortly after news of Winner's arrest broke, NBC News reported that the news outlet was The Intercept, citing federal officials.

Until last week, victor was an independent contractor for the national security firm Pluribus International Corporation and had top secret security clearance at an unnamed US government facility in Georgia where she worked, according to the Justice Department's federal criminal complaint.

The hackers are believed to have then used data from that operation to create a new email account to launch a spear-phishing campaign targeting USA local government organizations, the document said.

Deputy Attorney General Rod Rosenstein said fast work allowed authorities quickly to identify and arrest victor. The NSA didn't respond to requests for comment. Its products are used in eight states: California, Florida, Illinois, Indiana, New York, North Carolina, Virginia, and West Virginia.
