White House analysis of health bill seeks to discredit CBO

The White House fleshed out its anti-CBO case in a video that contains some very basic errors.

The deficit could fall to between 2.6% and 3.3% of gross domestic product over the next 10 years, the CBO said.

Under the Trump budget, the federal deficit would total $720 billion by 2027, compared with a $16 billion surplus estimated by the White House, the CBO said in an analysis of the president's budget released Thursday.

CBO's conclusion differs from the White House's largely because the CBO - and most economists - project slower economic growth than the administration assumes.

The CBO said did not take into account all of Trump's proposals that may affect the economy because "the details on numerous proposed policies are not available at this time".

"C.B.O.'s analysis shows the president's claim of a balanced budget is built on a house of cards, reinforced by economic growth rates that are far outside of the mainstream consensus and would be unprecedented given today's demographic realities", said Maya MacGuineas, president of the Committee for a Responsible Federal Budget, a nonpartisan advocacy organization. But Trump's tax overhaul plan is so far so sketchy that it can fit on a single page.

On Thursday, the White House budget office took heart that CBO credited it with $4.2 trillion worth of spending cuts over the upcoming decade, including $1.9 trillion from health care programs; it also says the administration would cut taxes by nearly $1 trillion over that time, mostly because of its plans to repeal the Affordable Care Act.

The White House blueprint would cut $2 trillion in mandatory spending, including $1.9 trillion on health care.

It wasn't. FactCheck.org concluded that despite overestimating the number of people who who get subsidized insurance through ACA exchanges and underestimating the number who would gain coverage through the law's Medicaid expansion, the CBO "actually nailed the overall impact of the law on the uninsured pretty closely".

"We are thrilled that CBO confirms that the president's proposed budget resulted in the largest deficit reduction they have ever scored".

When President Trump released his 2018 budget proposals - marked by trillions in spending cuts - the White House claimed it would balance the budget in a decade.
