Police officer who shot and killed Minneapolis woman identified

Justine Ruszczyk called 911 on Saturday night to report a possible sexual assault in an alley near her home, her fiancé, Don Damond, said in a news conference Monday.

Three sources who spoke to the Star Tribune said that Justine Damond was outside in her pajamas talking to the officer in the driver's seat of the police auto, when Noor, who was sitting in the passenger seat, suddenly drew his weapon and shot her.

The two officers that responded to the scene are on administrative leave.

Noor is a second-year officer who was the department's first Somali-American hire.

Her stepson, Zach Damond, told the Minneapolis Star Tribune she had called police because she heard a sound in the alley outside her house. Neither of the officers who responded had their body cameras turned on at the time, the Washington Post reported on Monday.

Noor was reportedly sued after a May 25 incident in which he and other officers took a woman to hospital on a mental health hold.

Noor has since hired a lawyer, Thomas Plunkett, who said in a statement that Noor moved to the U.S.at a young age and found his calling as a cop. The two police officers involved did not have their body cameras turned on, the Minnesota Department of Public Safety Bureau of Criminal Apprehension said.

Justine Damond had already taken the last name of her fiancé Don Damond, 50.

"I've asked for the investigation to be expedited to provide transparency and to answer as many questions as quickly as we can", she said.

Damond's mother was Australian, and she spent her formative years there, but also spent some of her early childhood in the Buffalo, N.Y, area, said Peter Suffoletto, a cousin of Damond's father.

The shooting is being investigated by Minnesota's state investigative agency. "And we want to remember Justine tonight, and call for answers, but we want just to remember and respect Justine, tonight, and her family, and share our love for her family, and how much we want to wrap our support around them". According to Reuters, the officers' body cameras were not switched on. Damond, who was in her pajamas, went to the driver's side door to talk to the officer.

Police Chief Janee Harteau said that she has numerous same questions as Ms Damond's family.

A longtime friend of Justine Ruszczyk's learned of the Australian woman's death when a reporter called her about the fatal shooting by police that has generated global headlines.

"Like you, I have a lot of questions", she said.

"This is a tragedy - for the family, for a neighborhood I know well, and for our whole city", Hodges said.

"Our lives are forever changed for knowing her".

Damond studied to be a veterinarian but later became a yoga instructor and life coach.

With a few exceptions for the sake of privacy, he said, "there's no reason not to have them on as basically the default".
