During an inspection of the North Korean strategic rocket forces earlier this week, Mr Kim praised the military for drawing up a "close and careful plan" but said he would watch how Washington acts before deciding whether to go ahead with his Guam missile test plans. When asked about potential unilateral USA action, he said, "that's purely speculative and a decision to do that would be by the president".

Mr Trump's recent aggressive comments about deploying possible military options underscored his resolve to counter the threat from the North's nuclear weapons and missile programmes.

Moon said he would be ready for dialogue once the isolated nation stops its provocations, adding that there was no rush.

"Also, even if the United States takes military action outside the peninsula, I am confident it will sufficiently consult with South Korea in advance if such action may increase tension between the South and the North", he said.
