As the shutdown of the federal government lumbered toward an end Monday President Donald Trump remained out of sight, suppressing his instincts to make himself part of the story by making a deal or picking a fight.

The federal government is expected to be almost fully operational on Tuesday.

White House Press Secretary Sarah Huckabee Sanders said the Trump administration expected federal offices and operations to "start back in full capacity" Tuesday morning. The House approved the measure shortly thereafter, sending the spending bill to Trump, who quickly signed it. Lindsey Graham, R-S.C., who was working to bring together a new bipartisan group of senators to reach an agreement.

The short-term fix does not include language on the Deferred Action for Childhood Arrivals (DACA) program. Although the Democrats initially dug in on a demand for an immigration deal, they had shifted to blaming the shutdown on the incompetence of Republicans and Trump. He tweeted a call for McConnell to invoke the so-called "nuclear option" and thereby remove leverage for Senate Democrats.

The current government funding expired on Friday midnight as the Senate failed to advance a stopgap spending bill, which had passed the House of Representatives and would fund the government through February 16.

Though the vote to end debate was successful, Senate Minority Leader Chuck Schumer continued his criticism of the negotiation process and demonstrated particular frustration with what he described as a lack of bipartisanship from the White House.

The cloture vote passed despite a group of bipartisan senators emerging from talks earlier in agreement that McConnell needed to clarify his immigration-related promises.
